Per group or per person: the number that decides a private booking.
A private tour with a driver is usually quoted for the whole vehicle, often with an "up to six" ceiling; a VIP entry ticket is always per head. Four people split one and multiply the other, which is why the $299 private day can undercut the $99 group one. A group quote does not divide down cleanly either: “up to six” is a ceiling, not a promise of six seats.

Plenty of "luxury" tours are the ordinary tour with a bottle of water. These three are not: each one buys access that is genuinely not on sale at the normal desk.

Access, not just a shorter queue
The strongest of these are not fast-track lanes at all. They are separate openings: the Tower of London unlocked by the ceremonial keys before the public gate, the Vatican served breakfast inside, an Alhambra slot in the Nasrid Palaces that the general ticket cannot buy. Group sizes are capped by the site itself, so the ceiling is real and the calendar is short.

A driver who waits, and a route that bends
The point of a car and driver is not the leather. It is that the day stops being a timetable: you leave when you want, the stop that bores you gets three minutes, and nobody is counted back onto a coach. Four luxury bookings that will not wait for your flight to land.
Most upgrades can be arranged the night before from a hotel bar. These four cannot: the access itself is capped, ceremonial or seasonal, and the calendar is the whole product.
